In a 3 or 4 qt saucepan or pot, bring chicken broth to a boil. Add broccoli and onion alittle at a time and cook over med heat until broccoli is cooked through. combine nonfat dry milk and water. Stir into pot and add cheese Stir until cheese is melted. Add basil, garlic, cayenne and black pepper. Using a blender, puree in small batches until soup is smooth. Add salt to taste. Reheat over low heat if necessary and serve with fat free or low sodium crackers.
